Public Health Analyst

This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation’s capital. This position is located in the Community Health Administration (CHA), Cancer and Chronic Disease Prevention Bureau (CCDPB), Chronic Disease Division. CHA promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the District. CHA focuses on nutrition and physical fitness promotion; cancer and chronic disease prevention and control; access to quality health care services, particularly medical and dental homes; and the health of families across the lifespan. The CCDPB works closely with health systems, community\-based organizations, governmental agencies and other key partners to provide data, consultation, technical assistance, and leadership to ensure that data\-driven, evidence\-based and sustainable approaches are utilized to improve cancer and chronic disease health outcomes among District residents. CHA’s approach targets the behavioral, clinical, and social determinants of health through evidence\-based programs, policy, and systems change. Incumbent works closely with program coordinators of the Chronic Disease Division to provide project management expertise in implementing chronic disease programs. The incumbent serves as Program Evaluator, providing evaluation and epidemiological support for the Chronic Disease Division. The incumbent uses a data driven approach to evaluate all program outcomes and activities. **Major Duties and Responsibilities** Develops strategic plans, operational plans, budgets, project plans, evaluation plans and other administrative tools. Gathers and analyzes data to assess community needs and performance, effectiveness, and impact of programs and policies. Develops program materials, position papers, policy documents, and presentations for a range of internal and external audiences. Provides effective technical assistance and consultation to the program, related to data collection and reporting protocols, development of performance measure specific to each program and the development of program evaluation designs. Writes proposals, grant applications, and other required materials; submits all grant applications in a timely manner. Establishes and maintains partnerships and communication pathways between the program and a wide range of stakeholders, including, but not limited to providers, payers, policymakers, educators, and program administrators. Collaborates with other programs within the department to leverage program activities. May serve as team leader and periodically as multi\-agency team leader or project manager. Prepares periodic and ad\-hoc reports regarding program activities and performance for submission to District and federal agencies and other specified entities. Develops communication campaigns and educational materials on disease prevention and control, for both health professionals and the public. **Qualifications and Education** Specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least one year (1\) of the next lower grade level in the normal line of progression. A Master's level degree in Public Health, Epidemiology, or Statistics from an accredited college/university is strongly preferred. At least three (3\) years of experience in public health, health care administration, project management or quality improvement is strongly preferred. Extensive experience in the use of statistical software for data management and analysis; working knowledge of statistical software packages (e.g. SAS) is strongly preferred. **Licenses and Certifications** None required. **Working Conditions / Environment** The work is generally performed in an office setting. However, the incumbent works in an office environment. Incumbent work environments require awareness of surroundings at all time. Incumbent is required to work in community venues to effect training of individuals and organizations in the District of Columbia.
